How to force a manager to edit the resignation approval request?

Summary:

Our objective is to ensure the manager edit and updates some critical information before it goes for approval to the next level. This can be entered by the manager only and not by the employee.

Now how to force them to edit the approval rather than allowing them to approve directly. I tried the below option and it still shows the Approve button on the in app notification.

Even after this, the approve button is visible in the in app notification.

Is there a way to hide this and force the manager to Edit the transaction?

I tried this 25C and the button was hidden. Now in 25D, the buttons are always visible?
