Add Manual Price Adjustment charge component without creating order revision

Summary:

Hi Experts,

We have a requirement to add a discount during fulfillment process and adding a MPA as charge component (MPA is just a component and MPA details are not passed) and recalculate the Net Price is working but the MPA charge component is getting erased during revision.
We tried another approach to add the MPA on the existing charge using REST API (MPA details are passed) but it is creating revision.
Is it feasible to add the MPA without creating revision?
