item organization not showing in Oracle PIM but the row exists in fusion EGP_SYSTEM_ITEMS_B.

Summary:

Query of EGP_SYSTEM_ITEMS_B tells me that the item-org association exists and it is active status, however, Oracle PIM does not display that particular org row for that item.

This item shows several orgs associated to it. However, org 3101 is not listed. Yet, when I query it in the table noted above it is there. I have 4 items like this. What is causing this and how do I fix it? In reality on this item, and the other items, I want it deleted. I submitted an Oracle SR, but it is "outside the scope of Oracle Support to provide explanation of why records are present in the DB tables and not seen in UI".
