AI Agents Responds - "Sorry, the assistant is unavailable right now"

The published agents in Oracle HCM Module in specific to OLC Module sometimes work well, but at other times we encounter this message: “Sorry, the assistant is unavailable right now. If the issue persists, contact your help desk.
Has anyone undergone this issue? If so help us understand why this issue occurs and advise on steps to prevent or resolve it.
