How do we stop ORC from overwriting ex-employees’ personal info when new application data comes in?

Is there a way to prevent applicant data from automatically overriding Core HR records? This has been causing so many issues with our Payroll system as well as termination audits, especially when our returning candidates do not provide complete information. For example, Street Name is changed to name of city, or First Name is removed.
