Unique Action Codes for Contingent Workers

Good afternoon.

Can anyone please explain the reason that using unique actions for a contingent worker (e.g., ADD, COM, RNW) versus an Employee (HIR, TER, REH) is best practice in Oracle HCM?

If one had to write a business case for why this is the process to use and not (for example) using HIR when bringing on a Contingent Worker.
