How to auto assign tax withholding calculation card when payroll is not enabled (i.e. there is no payroll setup)?

We have a requirement related to the W‑4 Tax Withholding form for U.S. associates.
When an associate is hired into the system, the Tax Withholding option under Me → Pay → Tax Withholding should automatically be available so the associate can review and submit their W‑4 information.

Currently, this functionality is not working as expected. The W‑4 form only becomes visible to the associate after we manually add the calculation card through
