How to create two Locations with same location Code but different location names and addresses?

Summary:

We have a requirement to create two locations with the same location code but different location names, countries and addresses. The first location was created in the COMMON set. However, when we attempted to create the second location in a custom set code using the same location code, we received the error message: "Enter unique Location code"

Previously, we were able to create two locations with the same location code by using two different custom set codes. Under the new requirement, we must use the COMMON set code and one custom set code. In this scenario, after creating the first location in the COMMON set, creating another location with the same location code in the custom set results in the "Enter unique Location code" error.
