Learning Outcomes Skills in OTBI

I am trying to create an OTBI report that retrieves the skills associated with learning items. Within the Workforce Learning - Learning Management subject area, there is a Learning Outcomes section but it does not include skills. I would appreciate any suggestions on how to capture this information in a report.
