I should be able to edit and submit Req created by another requesters from the same location/Dept

Summary: I should be able to edit and submit requisitions created by another requester from the same location or department

We have requirement that we need to allow specific requesters to view and edit requisition initialized bu another requester configured in the same Location or Department. In addition, that specific requester should not be able to see requisitions from different locations or department that he is not configured.

We configured only 1 BU.
