Removal of edit access for accounts and hierarchies

Is it possible to keep only the view (read-only) access for “Manage Chart of Accounts Value Set Values” and “Manage Account Hierarchies,” and remove edit permissions?

Currently, both “Manage Application Flexfield Value Set” and “Manage Application Tree” include edit permissions as well.
