Limit Email Notification Personal Payment Method Changes

Summary:

We have a requirement to setup alerts only for those non UK employees after changes to their Personal Payment Method are made. Currently the available delivered PAY_PPM_ALERT event alert does not allow filter for country attributes.

Tried the ff.:
a. PAY_PPM_ALERT (Delivered Events Alert) -- create new template; no available attribute/token supported when trying to create an expression in the Recipient or email Subject/Body fieldsb. TEST_PPM_ALERT_NON_UK (Custom Resource Alert) -- added Worker as resource filter , with worker/workRelationships (Legislation Code) as filter; This some how returns correct value but are there any attributes/filters we can use? How can this be triggered for similar events like changes to PPM like the delivered one?
