Ability to update the manager rating for the Skills in Talent profile thru TalentSkill

We are trying to upload the Skills for an employee thru TalentSkill and we are succeeded with employee self rating for the skills and now we want to update the manager rating too.

When we try to the same through online page the employee self rating is overwritten with manager rating and employee do not have possibility to edit the same.
So, we want to do the similar thing thru HDL so that employee will not ahve any possibility to change the rating. Please help us with sample HDL file with manager rating so that we will use the same.
