Supplier profile change should be rejected if it is edited by the buyer group

Summary:

Our requirement is, Buyer can promote the Supplier to Spend but should not be allowed to save any changes on the Supplier profile. So we would like to create auto-reject rule applicable only to buyers. After using the requested by attribute even though the change is rejected, the notification says rejected with errors. The same rule when I use and manually send it for approval and then that person reject. The notification says Rejected.

What could be the reason to send rejected with errors notification.
