Need to run the process 'ESS job to create index definition and perform initial ingest to OSCS'

Summary:

In our production environment, we often times run into issues accessing data on pages like Positions, Locations, Departments, etc. The fix is usually to run the ingest job using a variety of parameters. We have this scheduled to run once a day for some of the recommended parameters but I'm not clear as to why we would keep running into issues with the data in Production and having to run this process ad hoc sporadically?
