Filter not available on options tab in Data exchange integration

Summary:

I have a situation where an integration in data exchange has a greyed out filter option so I cannot set a defined list of data I wish to export. When viewed in Data Management, the filters are visible and the data export works properly.

Source is an FCC application, target is a Data Export to File. Under the integration - Options menu, the filter is greyed out so I cannot add any filters here.

In Data Management, the filters are included under the Data Load Rule screen for the same integration name:
