EPM Subscribed user count mismatch in the Usage report extracted from Cloud console.

We have subscribed for 40 EPM user accounts, but the SaaS Usage report extracted from Oracle cloud shows count as 42. Please find the attached report. Tried requesting to log a TINNOHD ticket through SR portal.
