Redwood can't fully disable Align feature with in Talent Management

Summary:

We have all the security/privileges disabled for the Align feature, but when a goal is shared and the user goes to add the goal to their goal plan it will automatically try to align the goal even though we have the feature disabled and will error out. You then have to delete the aligned part of the goal to add it to the plan. Once the align feature is disabled it should be able to be completely removed.
