How to trigger FYI notification to users with specific role based on DFF value

in Self Service Procurement

We have a requirement, in which there is DFF value on the Requisition Header. This DFF is a Radio button having values "Yes" and "No". If the value for the DFF is "Yes", a FYI notification should be sent to users with specific role. This notification should be triggered as soon as the requisition is submitted for approval.

Can you please let us know how we can achieve this?
