Recruiter Role unable to see Job Offer Data for offers that they are not part of in OTBI report

Our Recruiter are able to see all the Job Offers from UI but from OTBI they are only able to see Job Offer details that they or one of their sub-ordinates are part of. We tried updating the Data Security Policies to get them access to offer details for all application but it did not work.

Can you any one suggest the particular privileges and Data Security Polices we need to achieve our requirement.
