Journals creation via scanning process?

Summary:

We have a requirement to scan journal entries received as PDF documents and upload them into Journals in Oracle Fusion. This is expected to work similar to the IDR scanning process used for Payables invoices. However, Oracle does not provide a seeded capability for scanning and uploading journals in this way.

Could anyone suggest possible approaches or better ideas to implement such a process?
