Why is the Document Tool not processing or returning answers from documents?

Case : 1
We are creating an Agent with the Document Tool.
First, we tried to create the Document Tool by uploading a PDF file with no spaces in the file name.
However, when we ran Process Agent Documents, the status did not change from Ready to Publish to Published.
We then ran the following processes as well:
Index AI Agent Studio Assistant Documents
Index AI Agent Studio Assistant Objects and Attributes
But the status is still not changing from Ready to Publish.
