Error message “Couldn't submit the process” on the termination page

Summary:

Scenario:

Employee submits resignation for assignment line manager to approve.

We force line manager to edit, review, update and submit the transaction.

When submitting we get this error message.

We are in 26A this week and we observed this error in 25D as well.

Please suggest how to fix this.
