Create Job Redwood UI - Job Function and Sub Family validation

Summary:

On the Redwood Create Job screen, Job Family and Job Sub Family are linked such that Job Sub Family values are filtered based on the selected Job Family. However, there is no validation between Job Function and Job Sub Family. We have a requirement to validate the user‑selected Job Function and Job Sub Family so that the first 2–3 characters of both codes must match. If they do not match, an error should be displayed.
