Making National Identifier, Citizenship, Passport and Visa sections mandatory using OGL

Hello Experts,
We have a requirement to make the below sections mandatory on the Employee and Dependent Details page in Oracle Fusion:
- National Identifiers
- Citizenship
- Passports
- Visa
We are trying to achieve this using Oracle Guided Learning (OGL) by adding page rules / validations, but these sections are added using the + (Add) option, so the fields are not always present on the page, which makes it difficult to validate using normal form-field conditions.
We would like to know:
- What is the best practice to make these sections mandatory using OGL?
- Is there a recommended way to validate sections that are added dynamically (like Passport / Visa / Citizenship)?
