How to pick/reserve at Item Org sub-inv level even for lot controlled items?

Summary:

We Have Oracle Fusion for Inventory but external 3pL WMS system for pick confirm and ship confirm of SO.
SO is created in Oracle and pick released in Oracle, later it is sent to 3PL WMS for pick and ship confirm.

The issue we are facing is wen SO is pick released it creates Pick with Lot number, later when pick confirmation information is done by WMS , some other lots are picked at WH. Ehen Pick confirmation information 3B13 is sent it happens (not always) that the Lot picked by pick release has less qty(due to additional reservations from other SO) now and pick confirm fails in Oracle with no OHQ balance. Is there an option in Oracle to do "soft" picking meaning only pick/reserve qty at Item Org Sub-inv level and not Lot/Serial level even though item
