Unable to trigger a Notification to the Queue Owner

Summary:

We want to send escalation notifications to the Queue Owner. We have enabled the Queue Owner field on the queue page and created a trigger on the Helpdesk object. Using the same object, we configured a notification preference for the Queue Owner; however, the notification is not being triggered. We followed the steps outlined in the URL below, but the issue persists.

However, The assigned to person is getting the notifications.
