Run a BIP report via SOAP API

I'm trying to run a BIP report via ExternalReportWSSService SOAP API and getting 'does not have permission to run the report. What roles or privileges need to be assigned to the user to execute BIP reports via SOAP web service in Oracle Fusion Cloud?

I already given to my user full control permissions to the folder, data model, and report. I have also assigned them the following roles:
*BI Consumer Role
*BI Author Role

But still receiving the following message from the API:

…..user: xxxx does not have permission to run the report ….😐️
