How to Default Tax Intended Use Based on Header DFF in RSSP

I have enabled the Intended Use at Delivery Level in Self service Procurment Page , Now our requirement is to Default the value based on Header DFF in Redwood.

When verified at Intended Use Field , value is greyed out.
