Why is a catalog in RSSP only showing 1 item but old UI shows all items?

Summary:

I created a BPA and then the catalog. The catalog is restricted to certain users. In the old UI all 12 items show when searching and in the shop by category drop down. But in Redwood only 1 item shows? All items are in the same BPA and all items have the same category.
