How can a recruiter update a source to a referral

in Recruiting, Opportunity Marketplace

We have situations where an employee or agency did not follow the process and we need to update the source to be from an employee or agency referral.

The recruiting manager or admin do not have this ability.

Is there security we can add to the manager or admin roles to allow this?
