Fusion Environment Quarterly Patch Cadence change, feasibility for all PODs to be different cadence?

Summary:

We have found that our environment family has production cadence for our production and test environments and non-production cadence for our development environment only.

It has been asked if it is possible to three separate cadences for our dev, test, and prod environments.

If possible, please provide the available approaches and pros/cons for each. If not, please explain the reasoning.
