We've noticed that the Sync Calculation Cards process is listed in the USOPTE step-by-step documentation but haven't seen a mention of the US Tax Jurisdiction Evaluate Process. Do we need this before we go live?

Can anyone explain what the US Tax Jurisdiction Evaluate Process does? Is it necessary to run before going live on USOPTE. I've seen mention that some people have run it after the Validate Employee Address process has been run in Final mode. We aren't ready to perform that step as we are still researching invalid addresses.
