Reason Code blank for delegates on cancelled events

On an event, we may have people who withdraw before it was cancelled and under Reason Code, we can see why. When we cancel an event, we choose a reason code (a required field) and it cancels the event and withdraws any delegates who had an active status. However, if we chose to un-cancel an event, it does not put the reason code in for the delegates who were withdrawn due to the event being cancelled. I think this is needed as another administrator may wonder why some people are withdrawn.
