Notifications on Reactivated Events - 26A

There are no notifications to learners on an event that has been reactivated from being cancelled.

If we cancel an event and then reactivate it, we are finding that when we reactivate the withdrawn learners, they are not receiving an email or calendar invite to say they are booked back on.
We thought maybe it was because of reactivating the withdrawn enrollment, however, when we enrol new learners on, they are not receiving any emails or calendar invites either.
Is this a known issue?
