Segment value security rules

Summary:

We are currently migrating Segment Value Security (SVS) rules from a legacy Oracle EBS environment to Oracle Fusion Cloud.

In our legacy EBS setup, security rules were assigned to specific Applications (e.g., Payables, General Ledger, or Receivables) to control where certain segment values could be used. In Fusion, when defining a Security Policy under 'Manage Segment Value Security,' we see a mandatory requirement to select a Module in the General Information tab.

I am looking for clarification on the following:

What is the specific purpose of selecting a Module (GL vs. AP vs. AR) within the SVS Policy? Does it act as a filter that restricts the security rule's enforcement only to transactions within that specific subledger?
