Contributor unable to view own created course with Country AoR in Learning

Summary:

We have configured Catalog Admin Profiles and assigned contributors with a Country Area of Responsibility (AoR) through the Security Console.

When a contributor creates a course and selects the respective Catalog Admin Profile, they are unable to view their own created course. However, a super user is able to view all records without any issue.

Is this expected behavior for users with Country AoR?
Are there any additional configurations required to allow contributors to view their own created records?
