Requirement for HR users to modify copies of reports for their use

We have a client requirement for HR users with certain roles to be able to copy existing reports and then modify them for their own use cases.

Currently, they only have access to run the reports. Is it possible to give only copy access (without edit or delete access) to certain folders? If not, the other solution we were thinking of is having a separate folder where we copy all of the reports to, and in this folder they would have full access to copy to their own location, edit, delete, etc. and we would reset this folder every so often. Any thoughts/suggestions would be greatly appreciated - thank you!
