Configure workflows so that the approvals will not go to anyone at the VP or above level

We have certain workflows, like salary change, that route to the submitters manager. However, we have a request to prevent VP+ from getting approval requests. Is there a way to configure the system so it reroutes the approval if the approve is a VP or higher?
