OTBI HCM Workforce Profiles and Counts (counts returning O's only)

I thought this would be simple OTBI report, but am stuck on getting an accurate count (returns only zeroes). It should output active Profiles, their associated Job Codes and a count of the number of active employees in each.

I have tried different approaches, but always get "0" for my count, even though I can remove the aggregation (count) and see the correct values (Person Numbers) being output. I'm attaching the xml code, in case anyone can kindly point the finger at the mistake I am making.
