Learning Assignments Created by Learning Administrator Not Visible With AOR-Based Person Security.

We are experiencing an issue where learning assignment records created by a custom Learning Assignment Administrator role are not visible on the Redwood Learning Assignments page for ANY user. This only happens when AOR-based (Area of Responsibility) Person Security Profiles are active. Switching to 'View All People' resolves the issue immediately.
Wanted to reach out to see if anyone else has encountered this or has suggestions.
Our Setup- Oracle Fusion Learning Cloud (Redwood Experience)
- Custom Learning Assignment Administrator role with privileges to create, view, and manage required, voluntary, and recommended learning assignments
- AOR-based Person Security Profile using a custom responsibility type scoped by Payroll
