The user is getting error for Expense page as "You must provide a value for PersonID attribute"

Summary:

The user is getting error for Expense page as "You must provide a value for PersonID attribute", even though for the same configuration and cloned user details in test instance we are facing no such error, and while trying to add delegate the user is facing error "You are missing employee setup information for expenses."

We are facing this only for one user.
