Standard Purchase Order Report sub template logic

Hi Team,

Theres a subtemplate being called in PO template

rest of contents in rtf template has english content with fields no language specfic condition.

but when creating PO based one site language the locale is picked is what business expects but i dont see it in standard po so for now when creating po with xliff file for german autonatically german template being generated so we need to understand if only xliff is handling the language translations ot even styl sheet is handling the language
