Primary Assignment Headcount is 0 for a lot of employees

We noticed that around 20% of our employees' primary Assignment Headcount is 0. The headcount field on the Assignment Details page is not editable.

  1. How can I change the headcount to 1, Ideally in bulk?
  2. What is a possible cause of such inconsistency with Headcount value for different employees?
  3. How can I prevent this in the future?
