Default "Edit" vs "Transfer" action in Payroll Details > Payroll Frequency

Summary:

I'm looking for the ability to write business rules in VB Studio to default the "Edit Current Payroll Frequency" and "Transfer to a New Payroll Frequency" options during employment flows such as Transfer and Promotion. We have rules on the hire/convert pending worker flows to default payroll and timecard flags based on job attributes - those work well.

However, during a transfer/promotion the user must select one of these options first. Then, those fields become editable and the defaulting can occur. Thus, we cannot fully automate the defaulting of these values for these transactions. Does anyone know if this is feasible in VB Studio, or know of another workaround?
