An action menu that calls a URL and passes parameters based cell works in web, but not smartview?

I am working on a URL action menu that opens an OAC query. It is set up with the Required Parameters = Cell Only. It passes a number of parameters based on the cell intersection to the OAC query filters. This is working in a web form, but if I try this from a SmartView form it isn't passing any parameters. I also tried setting this up as Enabled for Ad Hoc and again it will open the OAC query, but doesn't pass the parameters this way either.
