Is there a way to add an approval flow for candidate merge

Is it possible to add a workflow for the candidate merge process? We are encountering issues were people are merging candidates incorrectly and it is causing a big issue to untangle. Are there any options to put safeguards in place to prevent this? We do not see an option for approval workflows but wanted to check here to see if anyone else is encountering issues or has ideas on ways to prevent this.
