Is it possible to limit the bursting capabilities?

Summary:

In the Narrative Reporting environment, is it possible to limit/restrict the bursting capabilities? We want users to be able to create reports and books, and run them via a browser, but not to create bursting definitions. If that's impossible, is it possible to control the distribution list - e.g., to allow the reports to be sent only to the organization's domain email addresses? This is to prevent distribution of the reports via an automated process.
