How to reassign a completed specialization to the same learner to take it again

Summary:
We are able to reassign a completed course to the same learner, and the learner gets a new assignment however, when we try to do the same thing for a specialization, a new assignment never gets created for the learner.
Is it possible to create a new voluntary or required assignment for a specialization as a learning admin for a learner has already completed the specialization?
