Multi-Grid Row Alignment

I have a report with two grids, one from FCCS and one from EPBCS. I have the row height set to exactly 0.2 on both grids. I have both grids set to Fixed horizontal and vertical spacing, with the vertical indent set at 0.14 for both. The rows between the two grids are not aligned.

I have turned on row banding so you can see this more obviously.

It appears to start with the very first row with a slight difference that compounds the further down the report you go. Both first rows have the same definition:

I feel like I'm missing something obvious… anyone else seen anything like this before?
